Constitution of the Confederacy of Independent States
Birth of the Confederacy
The Peoples of Nations, pursuing the goals spelled out in this Constitution, establish the Sovereign Union to be hereby known as the Confederacy of Independent States. Also Known as the Confederacy or the CIS (Pronounced Siss).
Chapter I Definition of the Confederacy
Disambiguation:
"A Confederation is an association of Sovereign States created by a treaty and bound by a Constitution. Confederations are established to deal with critical issues, such as defense, foreign affairs, foreign trade, and a common currency, with the Central Government being required to provide support for all members. A Confederation, in modern political terms, is usually limited to a permanent union of sovereign states acting as one for common action in relation to other states"
The Constiution will be set up to outline the purposes stated in the above statement.
Article 1: The People of the Confederacy
(1) All People including Citizens will be treated by the bodies representing the CIS in accordance with the Universal Declaration of Human Rights. The CIS will be committed to defending the rights of people in whatever way possible wherever they find a violation of the Universal Declaration of Human Rights.
(2) Citizens of the CIS are all Humans, Dolphins, Pigs, Sheep and Porkupines who are either children of current citizens or who are born within the territory of the CIS or one of its Member States or who are naturalised or who have been given citizenship by the CIS Government or the Government of one of the Member States.
(3) The Official Languages of the CIS are Englsih, Arabic, Russian, Swahili and Semi-Ugaritic.
Article 2: The Fundamentals of the CIS
(1) The CIS acts as a Confederacy as explained in the Disambiguation in Chapter 1 of this Constitution using the form of government of Democratic Republic.
(2) The CIS is Secular.
(3) All Entities representing the CIS will act in accordance to the Articles within the Constitution.
(4) This Constitution is the supreme law of the Confederacy, it is directly binding on all Entities within the CIS.
(5) The Capital of the CIS will be located at Union City on Chanis Prime.
(6) Every State Joining the CIS will adopt the Common CIS Currency, which is the CIS Credit, symbolised with the letters 'CC'.
(7) The Symbol of the CIS will be the Confederate Composite.
(8) The Coat of Arms of the CIS will be the image of An-Nasr Altair or 'The Flying Eagle'.
(9) The Symbols for the Military and Intelligence services are provided at the end of this Constitution.
(10) The Colours of the CIS will be Light Grey, Dark Grey, Black and White.
(11) The Motto of the CIS will be "Live for Justice, Die for Justice".
Chapter 2: The Mission of the CIS
Our Mission:
Our Agreed Mission is to defend and expand the interests and objectives of the CIS, to shout "Viva! Viva!" at the tops of our voices at every opportunity, have a fondness for the colours Grey and Black, and most importantly, to overuse the Italics version of the Font Haettenschweiler extensively in all of our official documents.
Article 3: Objectives of the CIS
(1) The CIS is composed of Mutually Autonomous and Sovereign Member States who co-operate Politically, Militarily, Economically and Diplomatically acting as one Super State to outside Political, Military, Economic or Diplomatic Entities.
(2) The Constitution of the CIS is the Ultimate Law in every Member State and is binding on all Entities within Each Member State.
(3) The State promotes public healthcare, education and schooling, schemes for social welfare, the preservation and development of culture, the preservation and maintenance of historical objects and areas, environmental protection, intergenerational equity, and the protection of nature for its intrinsic value including the protection of nature's right.
(4) The Confederacy of Independent States is obliged to step in whenever people are being treated unjustly or their rights are being violated according to the Universal Declaration of Human Rights. The CIS promotes Democracy everywhere and is committed to its universal implementation.
Chapter 3: Organisation of the CIS
Article 4: Central Government
(1) The Central Covernement of the CIS to be known as the Central Command will be located in Union City on Chanis Prime.
(2) The CIS Government is composed of two sections; the Presidency and the Senate.
(3) The Presdency is composed of a President and his appointed Civil Servants to act out Governmental Duties.
(a) The President is Elected by the current leaders of the Member States who are themselves elected by their constituent citizens (See Article 5: Membership).
(b) The President stays in office for a total of 5 years. After this period there is a realection where the previous President may stand (this process can carry on for the same President in consectutive 5 year periods).
(c) If the current President Resigns, a realection must take place for their replacement.
(d) The Core Civil Servants the President must appoint are as follows: The Vice President, the Secretary of State, the Head of the Military, the Head of the Treasury, and the Head of Intelligence. However, it is of no penalty to the President if these cannot be found but these are the first Servants that must be created all others work within their respective departments. The Core Civil Servants have the same authority within the CIS as the Senators (See 4.9)
(e) For any treaty between the CIS and an external Entity brought forward by the Senate, the President must agree to sign the treaty to make it valid.
(4) The Senate is composed of each Single, Legitimate and Fairly Instated Head of State of each respective Member Nation, only the Head of a Member State is allowed a seat on the Senate.
(a) The Senators meet in the Senate Chamber located in the Central Command in Union City on Chanis Prime to Discuss and Implement Issues on Foreign Affairs.
(b) The Senate should set up regular meetings depending on the situation of the CIS, weekly, fortnightly or monthly.
(c) The Senators act both as Ambassadors in finding new Allies and Potential Member Nations and as Advisors to the State Administrative Procedures carried out by the Presidency.
(d) Any member of the Presidency or the Senate may be taken out of office only when both the other members of the Presidency and Senate aggree by a two thirds majority vote to force a stand down from office.
Article 5: Membership
(1) Membership in the Confederacy of Independent States comes about after the Senate first considers the state's application and recommends it to the President in order to sign a drafted treaty of membership and make it official, the current leader of the applicant state must also sign the treaty and it must be witnessed by a third party (someone other than the CIS President and the Applicant Leader).
(2) An Applicant State must pass some basic criteria in order to be considered by the Senate.
(a) The Senate and President must agree that the State Offers its Citizens some say, vote or involvement in the self determination of the State. And that the citizens of the State are not oppressed or unfairly treated in any way.
(b) The Applicant State must enter as a complete Sovereign Entity and accept all laws binding to the CIS.
(c) The Applicant State must rearrange it's diplomatic relations in order to prepare itself for entry into the Confederacy i.e. make sure its not at war with any current members, not allied with any current enemies of the CIS and pull itself out from any other conflicting inter-micronational alliances.
(d) The Applicant State must understand that from the moment of entry, every diplomatic alliance it's government makes must also include the other members of the alliance i.e. the State must make alliances including the CIS as a whole so as to prevent International Crises and Compromising the Authority of the CIS.
(3) Upon entry into the Confederacy of Independent States, the newly accepted nation has the right to receive full CIS benefits outlined in the Definition of a Confederacy and Article 2.
